Care for Rape Victims

To the Editor:

Re "Missing Executive Actions" (editorial, Jan. 13):

Increasingly, presidential leadership involves executive orders to
"set matters right," as you point out.

Last month, we played host to women from Uganda and the Democratic
Republic of Congo who told stories of rape in conflict and crisis and
its aftermath. They called for action by President Obama to allow for
comprehensive post-rape care, including safe and voluntary abortion
services, for survivors.

In eastern Congo, 48 women and girls are raped every hour. Globally,
rape is used as a tool of war to terrify and intimidate. President
Obama can continue to take a strong stand against gender-based
violence by issuing a clear executive order to help right this
misinterpretation of American law and allow funding of abortions for
rape, incest and life endangerment.
