Rwandan President Says Those Plotting Against Country Will Pay

Rwandan President Paul Kagame said anyone planning to betray the
country will be caught, following the murder of the nation's exiled
former spy chief who had become a state critic.

"It's only a matter of time and we'll get you," Kagame said at prayer
meeting in the capital, Kigali, yesterday, according to a broadcast on
Rwanda Television.

"People who forget that they owe who they are to Rwanda, are now
plotting against their country and have failed to understand that they
can never be above the nation or its people. People must be ready to
pay for their action," he said.

Rwanda's former intelligence head, Patrick Karegeya, was found
strangled to death at an upscale hotel in Johannesburg, South Africa
on New Year's Day, with a towel and bloody rope found in the room's
safe. At a commemoration for him on Jan. 5, Rwandan exiles blamed his
murder on the Rwandan government.

Kagame has been praised for rebuilding the economy since he took
office in 2000, following a 1994 genocide that killed 800,000 mostly
ethnic Tutsis, of which Kagame is a member, and moderate Hutus over
100 days. His government has also been criticized by groups including
Human Rights Watch and Amnesty International for abuses such as
illegal detentions and stifling dissent, accusations that officials
deny.

Human Rights Watch has said that attacks, threats and harassment of
Rwandan opposition groups increased during the campaign for elections
in 2010, which returned Kagame to power. Before the vote, an editor of
a banned Rwandan newspaper was shot dead, while former army chief of
staff Lieutenant General Faustin Kayumba Nyamwasa, who had fled to
South Africa, was injured in a shooting. The Rwandan government has
denied any involvement in the attacks.

"Potting"= complot. Kagame prétend que Karegeya complotait contre lui.
Qu'il mette sur table les preuves de ce complot. Sinon jusqu'à preuve
du contraire il a assassiné un opposant politique.
