Financing the Burundi Revenue Authority – throwing good money after good?

 

Kieran Holmes, Commissioner General of Burundi's Revenue Authority, reflects on the financial uncertainty the institution faces despite a laudable track record.

 

The Burundi Revenue Authority is a real development success story. Over the last four years, taxes collected by the Office Burundais des Recettes (OBR) have increased by 86%. OBR reforms have made it easier to do business in Burundi and streamlined trading with the country's neighbours.

Yet these hard-fought successes are at risk. In addition to a severely curtailed domestic budget, current international development assistance to the OBR will end in May. If funding does not materialise, the donor community may waste its best opportunity to reduce poverty in the long-term in Burundi.
