[RwandaLibre] Agence Ecofin-Rwanda: Le déploiement de la 4G LTE à travers le pays attendu dès août

 

Voici une série d'articles sur l'internet à haute vitesse et la saga
du PDG de Korea Telecom, Mr Lee Suk-chae, qui fut le partenaire
initial de ce projet avec le Rwanda. Je reste sceptique sur ce projet
vu le passé de cet ex-PDG qui au plus fort de la crise, les médias
coréens l'accusaient d'avoir fui au Rwanda concernant une enquête pour
corruption dans sa compagnie. Les critiques disaient que même les
campagnes en Corée ne peuvent s'offrir un tel internet à haute
vitesse.

Rwanda: Le déploiement de la 4G LTE à travers le pays attendu dès août

(Agence Ecofin) - Jean Philbert Nsengimana, le ministre des
technologies de l'information et de la communication, a annoncé que la
4G LTE va être déployée à travers le pays dès août 2014. La
technologie permettra aux populations d'accéder au haut débit. Pour le
moment, elle est encore en phase de test. Des tests qui montrent tout
de même des signes encourageants.

Le déploiement de la 4G LTE au Rwanda est assuré par le groupe Korea
Telecom, avec qui le gouvernement a signé un contrat à cet effet
l'année dernière. Pour Philbert Nsengimana, la 4G viendra aider le
pays à progresser dans ses objectifs de développement numérique. Le
premier de ces objectifs étant l'accès des populations à Internet de
manière aisée.

Une fois que les populations pourront jouir d'Internet sans encombre,
l'économie numérique du pays sera enclenchée. L'année prochaine, le
Rwanda envisage même de lancer l'accès des services publics en ligne.
Cela permettra aux populations de prendre une part active à la gestion
des affaires publiques.

Korea Telecom may scale down Rwanda business

Korea Telecom CEO Hwang Chang-gyu has revealed plans to review the
company's projects across Africa and place greater focus on bolstering
the firm's competitive edge in its domestic telecommunication market.

According to a Korea Times report, this review will likely result in
the scaling down or scrapping of the company's activities in Rwanda
and other countries on the continent.

Under the leadership of outgoing Chairman Lee Suk-chae, Korea's
second-largest mobile carrier signed an agreement in March 2013 to
invest $140 million in Rwanda to build a fourth-generation (4G) mobile
network that will serve 95 percent of the country's population.

The investment, however, is being questioned as it takes quite a long
time to generate profits. Since signing the agreement, the company has
sought to expand its footprint in other countries including Kenya and
Uganda.

"One of the key priorities for the upcoming CEO is to recover KT's
telecommunications-related business. Synergy will be maximized only
after realizing business structures that can generate profit in a
stable manner regardless of market situations," one KT official told
Korea Times, adding moves are already under way to realign its
overseas business projects.

"The new CEO will re-examine our African business projects from a
zero-base," he said.

The review of the overseas projects comes on the back of KT officials
feeling the pinch in its domestic market as its globalization efforts
are seen to have sacrificed its competitiveness locally.

"The outgoing CEO was busy following 'trendy business projects.' KT
should set short-term, mid-term and long-term targets if it wants to
earn results from overseas business projects that the company is
involved in," said Chang Joon-hyuck, senior vice president at Atlas
Research and Consulting.

KT chairman offers to resign

KT Chairman and CEO Lee Suk-chae offered to resign Sunday amid a
widening investigation by prosecutors into corruption allegations
against him.

"I've told board members that I will quit," Lee said in an email to
employees. "Over the past years, KT has been consistent in pursuing
corporate innovation and boosting management transparency as a
globalized company. However I decided to quit because employees are
suffering problems just because they are working with me."

"I'm totally responsible for what has happened. As an outgoing CEO, I
will help the new management make KT a better company. Again, I
apologize to all employees," Lee said.

The KT board will form an eight-member committee to pick Lee's
successor. The nominee will then be voted on at a shareholders'
meeting early next year, KT said in a statement.

Lee had been under mounting pressure to resign amid rumors that he was
in conflict with the Park Geun-hye administration.

Lee's tenure was due to expire in March 2015. He has served as the KT
chief since 2009.

His resignation came one day after returning from visit to Rwanda to
attend an international telecommunications meeting.

Last week, prosecutors raided the homes of Lee and other KT executives
as well as KT offices in Bundang, Seocho and Gwanghwamun over
allegations that Lee engaged in accounting fraud and breach of trust.

In February, a local civic group filed a complaint with the Seoul
Central District Prosecutors' Office, claiming that his business
decisions have caused the company huge losses.

The People's Solidarity for Participatory Democracy alleges that the
chairman is responsible for failed investments in online education and
subway network systems, causing the company hundreds of billions of
won in losses.

"Chairman Lee has so far been forced to step down from his post by
invisible hands. Although KT is a private company with no government
stake, Lee has been dogged by groundless rumors," said an employee at
KT by telephone.

The bureaucrat-turned-executive spearheaded a restructuring of the
local telecommunications giant, including cutting jobs. He also led a
long-delayed merger with mobile unit KTF and the domestic launch of
the Apple iPhone in 2009, which jumpstarted Korea's smartphone market.

Under his leadership, KT has been expanding its international reach
and hiring executives who worked at top-tier overseas telecom giants
such as British Telecom.

In the email, the CEO said, "KT is urged to boost competiveness and
strengthen its profits. Over the past four years, the telecom industry
shifted from fixed-lines to wireless, copper cables to broadband and
telecom to convergence. You can't survive without additional cuts in
costs for human resources and investing in overseas business
projects."

"In line with the belief, KT needs to cut the number of executives by
20 percent and scrap advisory committee roles as it needs to adopt a
faster decision-making structure," the email reads, adding the company
should invest more to build networks in Africa by cutting the payment
of dividends to shareholders.

He said he had agreed with the presidents of Uganda and Rwanda to
operate joint telecom-related business projects.

Lee said KT has been audited by top-tier accounting firms in the United States.

"As you know, we are listed on the New York Stock Exchange. We are
transparent. Your pride and KT's history were tainted by unconfirmed
allegations. I will publicize my salary and bonuses, if needed. I am
sorry again and thank you so much for supporting me," Lee said.
