INTELLIGENCE: Kony Joins Machar to Topple Kiir

Uganda Peoples Defence Forces have confirmed awareness of reports
that fugitive warlord, Joseph Kony, is in talks with South Sudanese
rebel leader, Riek Machar, in the quest to topple Gen Salva Kiir's
government.
The Chief of Defence Forces, Gen Edward Katumba Wamala, made the
revelation while addressing press yesterday, that the army had
received information about the ongoing alliance between the two
arch-rebels, though it was yet to thoroughly substantiate the news.
"We have the intelligence that Machar and Kony are in talks, and we
certainly can't rule it out," Gen Wamala said.
The partnership allegations, Wamala said, are brought more to life by
the fact that the two insurgents had earlier worked together to seek
peaceful means to the end of bloodshed in Uganda.
In 2006, Machar met with Kony in DRC, as he brokered peace talks
between the LRA leader and the Ugandan government in quest to end
two-decade terrorist operations in Northern Uganda.
The initiative nonetheless did not bear much fruit.
In the event that the two sides are actually hatching up plans to team
up again, Gen Katumba sympathised with Dr Machar's camp, saying, Kony
would only but devastate his dreams.
"I think it would be very unfortunate if that happened. I hope that
nobody in his right senses would want Kony to be their buddy."
He added: "Besides, Machar's reasons to take arms against the South
Sudan Government are completely different from Kony's. If I had a way
of talking to him [Machar] I would advise him not to walk that
dangerous path."
Gen Katumba further observed that resorting to Kony's assistance could
also imply that Machar is losing ground, noting; "you know they say
when someone is sinking, they can even hold onto a straw".
The news comes on the heels of reports that the LRA warlord is
relinquishing command of his rebel group to his son Salim Saleh.
Saleh, who for years was in charge of his father's security, officials
said, is taking over LRA's command of all the groups in Central
African Republic.
At the age of 14, Saleh was delegated by his father to represent him
at the stalled Juba peace talks between LRA and the Ugandan
government.
Army spokesperson, Col Paddy Ankunda, said Saleh was "as hard as his
father, as radical as his father".
Commenting on the development, Gen Katumba, said Kony had grown old
and perhaps deemed it necessary to fill the top command with young
blood.
He noted, however, that LRA was not to be underestimated, and that it
would remain a threat especially to innocent civilians if left to
flourish.
"Kony and the LRA might not be of any military threat now, because we
know they may not even be able to overrun a single [UPDF] detachment,
but if left to refurbish, they are a formidable threat to the security
of innocent unarmed civilians."
According to UN, Kony and some of his Lord's Resistance Army
commanders are hiding in Sudanese-controlled areas of a disputed
enclave in South Sudan bordering Central African Republic and Sudan.
In a report to the UN Security Council on the activities of Kony's
LRA, Secretary General, Ban Ki-moon, said Sudan's government had
indicated there were no elements of the group in the disputed Kafia
Kingi enclave. Sudan later clarified that it was not hiding Kony.
