Alert system in the offing to manage disasters in Rwanda

The Ministry of Disaster Preparedness and Refugee Affairs
is carrying out final tests on the use of mobile phone short messaging
service to alert the public about imminent disasters.

The new early warning system is expected to reduce the impact of
disasters in the country.

Mobile penetration in Rwanda is at 65 per cent (6.8 million people),
allowing for rapid transmission of information to a wider audience.
Rwanda Meteorology Agency
, which detects possible disasters related to the climate, will send
the information to the ministry for onward circulation.

This information will also help government agencies in charge of
primary response to better prepare for emergencies.

Project implementation

The Director of Research in the ministry, Jean Baptiste Nsengiyumva,
said his team was working with other partners to implement the
project.

The new project is intended to complement other monitoring initiatives
in place, which include use of Geographical Information System (GIS),
Global Positioning System (GPS) as well as remote sensing machines.

"We have completed the pilot study on use of SMS in Kigali City, and
it is time to roll out the system to other parts of the country since
we have all the information needed," said Mr Nsengiyumva.

Two years ago, the ministry distributed cell phones to all district
leaders in the country for fast response to disasters after floods
devastated three districts and left eight people dead.

A total of 832 handsets, 32 smartphones and 32 laptops were purchased
by the ministry.
