COOPERATION ENTRE LE RWANDA ET LES OCCIDENTAUX: L'étau se resserre autour de Kagamé

Le Rwanda se met à dos les pays occidentaux. Il n'y a pas si longtemps, en effet, l'ex-puissance coloniale, la Belgique, avait suspendu sa coopération militaire avec ce pays situé aux confins des Grands Lacs. Sans compter que, tel un pestiféré, les ONG américaines ont commencé à le déserter.
Cet abandon, les Occidentaux le justifient par le présumé soutien du Rwanda au mouvement du M23, du nom de ce groupe rebelle qui fait la pluie et le beau temps au Nord-Kivu et menace de faire vaciller le pouvoir de Kabila. Au fait, on s'en prendrait moins à Paul Kagamé si cet abandon des puissances occidentales était dû à son refus de se vassaliser, de s'assujettir.
Beaucoup, sous les tropiques africains, avaient d'ailleurs applaudi sa témérité et son hardiesse lorsqu'il avait définitivement boudé la Francophonie pour le Commonwealth, sous le regard impuissant de la France. Mais, toutes proportions gardées, les raisons de ces récentes ruptures de coopération ne militent pas en faveur d'un Kagamé que beaucoup d'Africains ont jusqu'ici considéré comme le modèle réussi de l'anti-impérialisme. L'on sait que l'Occident a longtemps chouchouté ce pays du fait de sa vulnérabilité consécutive au drame génocidaire de 1994. Il a donc fini par se lasser de l'attitude de son président qui en a d'ailleurs utilisé comme un chantage bien indécent. En effet, comment continuer d'amadouer un Kagamé qui, non seulement, ruse avec les principes élémentaires de la démocratie dans son propre pays, mais soutient une rébellion déstabilisatrice du pays voisin et frère ainsi que l'indiquent les différents rapports de l'ONU ? Mais, maintenant qu'un à un les robinets de l'aide et de la coopération se ferment, que fera donc Kagamé ? On est loin de sous-estimer la capacité de l'homme à s'auto-suffire. Mais, il reste entendu que ces apports extérieurs boostaient une économie rwandaise qui négocie sa place dans le concert des économies émergentes. Sans doute que les secteurs socio-économiques ressentiront, immédiatement ou à long terme, les effets fâcheux d'une telle rupture de coopération. Il est alors à craindre que le Rwanda dont on dit qu'il soutient les rébellions pour faire main-basse sur les richesses minières de son voisin congolais, ne durcisse sa position et prenne son cachet officiel de prédateur. On peut tout reprocher à Joseph Kabila, notamment pour ses entorses aux droits humains et à la démocratie dans son pays. Mais l'homme est cette fois-ci dans son bon droit. Il appartient donc à la communauté internationale de s'impliquer davantage pour faire barrière aux prédateurs des ressources minières de ce pays. Des prédateurs qui font feu de tout bois pour que la RDC ne retrouve guère sa stabilité.
