Knowing that Paul Kagame is a war criminal, allowing a sentenced Charles Taylor , a war criminal to join another war criminal would be inappropriate.
Furthermore, the war criminal Paul Kagame has been criticising the ICC since it was created and he still doing so. This means that Taylor is going to live a good life in Rwanda and Kagame may release him one day because Kagame does not believe in the existence of ICC. Additionally it is unusual that a criminal decide where he/she should be jailed.
