The recent senators' report on dialogue and consensus has punched
holes in some government initiatives to fast-track economic growth.

According to the report, growth of co-operatives are undermined by
weak governance structures. It states that only 6.4 per cent of
respondents expressed need to be active in voluntary associations.

While government sees formation of co-operatives and clubs as viable
platforms to enhance social integration and uplifting the standards of
living, some members of the public are not happy.

At least one out of five respondents is likely to join co-operatives,
leaving four of respondents preferring to work alone despite hardships
in realisation of benefits.

Jean Marie Kadage a motorist operating in Nyabugogo area is not amused
with management of his co-operative.

"We pay around Rwf1,000 everyday for these co-operatives, and so far
we have got no palpable benefits, not even a medical coverage," Mr
Kadage said.

Francisca Mukakarangwa, who is in charge of Savings and Credit
Co-operative development and supervision at the Rwanda Co-operative
Agency, told Rwanda Today that cooperatives have positively changed
lives of many people.

"Facts speak better than what those motorcyclists said, we have
registered a lot of good testimonies from people in co-operatives,"
she said.

Applauds good strides

Although the report applauds good strides made through co-operative
movement, the level of engagement in civil society organisations is
still low.

"In contrast, the level of engagement in civil society organisations
is much lower with little evidence of multiple memberships; 37 per
cent of respondents are members of one or more, but most belong just
to one," reads part of the report.

Bad loans now threaten rapid growth of Rwanda's Saccos

The rapid growth of savings and credit co-operative societies without
matching capacity to manage loans is partly responsible for the
increasing bad loans.

The latest statistics from the National Bank of Rwanda show that
Saccos are chocking under the weight of bad loans with non-performing
loans rapidly increasing to 7.3 per cent in December 2013 from 5.3 per
cent in 2012.

The bad loans are also partly attributed to both rapid expansion and
poor repayment of the disbursed loans.

"Their loan book is growing but their capacity to professionally
manage the growth is limited.

"The people managing the loans are not experienced," said Abby Mugabo,
the deputy director of the Rwanda Co-operative Agency (RCA) which
regulates the co-operatives. RCA statistics show that over 1.7 million
members are paid up while 1.6 million are account holders.

The Saccos recorded a growth of 31 per cent in deposits, hitting an
all-time high of $54 million in 2013 compared with $41 million in
2012. It is this rapid growth not supported by right manpower and
infrastructure that is putting members' savings at risk.

"There is an issue of governance structure from loan committee to
people who disburse the loan yet the local leaders supposed to monitor
them lack capacity," said Eric Rwigamba director general of financial
sector development at the Ministry of Finance and Economic Planning.

The growth of the microfinance sector is expected to improve the
penetration of banking services to the entire population. There are
almost 2.4 million registered members in 478 Saccos and 416 are based
at Umurenge, a local administrative unit.

However, Minister for Trade and Industry Francois Kanimba said poor
crop yields due to bad weather also contributed to the increase in bad
loans portfolio.

"The issue of bad loans is worrying in some districts. The agriculture
season was not good and you know these Sacco finance mostly
small-holder farmers.

"Farmers are the biggest borrowers from Sacco at Umurenge. Therefore,
the poor yield contributed to growth in non-performing loans," said Mr
Kanimba.

The drought during the 2013 season affected several farmers in the
country yet some of them had taken loans from Saccos. The few who had
insured their crops against bad weather were paid by insurance
company.

Data from Soras, an insurance firm that insured the farmers indicate
that at least 7,086 maize farmers from Bugesera, Ngoma and Kirehe
districts received insurance payout of Rwf42.1 million.
